Abstract: This 14 page paper looks at the development and potential use of statements of community involvement (SCIs) as part of the planning process in the UK. The paper considers the theory behind the use and whether they are likely to add value to the planning process and create greater accountability and transparency in the system as well as create consensus or if they are increasing bureaucracy and costs without any real benefits.
