Abstract: A 12 page research paper that addresses two topics. The first half of the paper is a brief history of policy in public administration from Woodrow Wilson's essay in 1887 to the 1990s. The second half of the paper is a "memo" to a county Board of Supervisors concerning formulating a plan to address the county's recreational needs for the next two decades.
